OROP Pension Table 2023
The Union Cabinet of India approved the OROP (One Rank One Pension) Scheme revision on 23rd December 2022, Friday. Under the One Rank One Pension (OROP) Scheme, all retired soldiers of the same or equal rank, along with the same length of their service in the Indian Army, will receive the same pension amount despite their retirement date. The OROP Pension Revision 2023 of the pensioners or the family members of the pensioner will be implemented from 1st July 2019.

The Indian government said that the retired officers of all the Armed Forces (except Pre-Mature Retired), who retired until 30th June 2019, would be covered under the One Rank One Pension (OROP) 2023. According to some reports, approximately 25.13 lakh pensioners and family pensioners from all the Armed Forces will benefit from the One Rank One Pension Scheme 2023.
After the One Rank One Pension (OROP) Revision Approval, the Prime Minister of India, Shri Narendra Modi, uploaded a tweet on his Twitter handle. It said-“Our military, engaged in the service of the nation, is a symbol of people’s pride. Our government is committed to their welfare. Keeping this in mind, the Union Cabinet has approved pension revision under OROP for ex-servicemen and their families.”

The One Rank One Pension (OROP) Revision Approval came after the petition for the extension of time till 15th March 2023 for the OROP Scheme Pension Arrears Payment. According to the OROP Scheme, the future pension of the past pensioners will be re-secured based on their pension’s minimum & maximum average of the retired officers, with the same rank and length of service, in the Defence Force in 2018.

In addition, as per the Press Information Bureau (PIB) notice, the family members of the late pensioners (family pensioners), disabled pensioners, and the war widows of the pensioners will also get the benefits of the One Rank One Pension (OROP) Scheme 2023.
OROP Arrears Table 2023
Under the One Rank One Pension (OROP) Scheme 2023, the arrears will be paid in four instalments to the beneficiaries. But, the arrears will be paid in a single instalment to all the family pensioners, liberalised or special family pensioners, and the Gallantry Award winners. The annual expenditure of the One Rank One Pension (OROP) Revision 2023 can be estimated at INR 8,450 crore approximately, at 31% DR( Dearness Relief).
With impact from 1st July 2019 to 31st December 2021, the arrears are calculated at over INR 19,316 crore on the basis of 17% DR( Dearness Relief) for the 1st July 2019 to 30th June 2021 period. For the 1st July 2021 to 31st December 2021 period, the DR( Dearness Relief) is 31%. Moreover, the arrears with impact from 1st July 2019 to 30th June 2022 can be estimated at INR 23,638 crore, approximately, with applicable DR.

OROP Scheme Latest News 2023
On 7th November 2015, the Indian government issued a policy petition for the One Rank One Pension (OROP) Pension Revision with impact from 1st July 2014. According to that petition letter, future pensions will get re-secured every five years. As per some reports, in the last eight years, approximately INR 7,123 crore per year and INR 57,000 crore in total has been spent on implementing the One Rank One Pension (OROP) Scheme 2023.
The One Rank One Pension Scheme 2023 has been implemented to resolve the gap between the rate of pension of past and current pensioners. If we talk about the equalization of the pension every five years, as mentioned in the policy letter, then the revision of the One Rank One Pension Scheme should happen on 1st July 2019. However, we can say that the Indian Government has taken a welcoming step to resolve the most controversial issues of fixation of pension by implementing the One Rank One Pension Scheme 2023. It is a massive relief for pensioners, especially those who think they are not equally treated.

Today SC has directed payment by 15 March 2023 as per the original order and has also directed the Defence Secretary to file personal affidavit reasons for delay. Also that in case payment is not paid by 15 March 2023, the SC would direct interest @9% on the arrears.
So, do expect full arrears payment by 15.3.2023.

सभी JCO/SCO से निवेदन है orop2 के विरुद्ध माननिय सर्वोचय् न्याय़ालय मे 31.01.2023 से पहले य़ाचिका दायर करे क्योकी आपके साथ धोखा किया गया है उक्त टेबल 2 मे देखे मेजर का पेंशन पूर्व orop1 circular 555 मे निर्गत राशि का 6.50 से 3.74 % बढा है साथ ही सिपाही से हवल्दार का 2.80% लेफटिनेंट से मेजर जेनरल का 2.87 % किंतु नायब सूबेदार से कप्तान तक का पेंशन निर्गत 555 टेबल का 2.30%से 2.50% तक रखा गया है l ये न्याय नही अन्याय है हम सब अपना आवाज बुलंद करे l

This revision seems to be the most inefficient and eorthless one since independence!!! Why in first revision it was not considered? The idea of pay or pension revision of the govt is to exclusively give some monetary benefit. Its aim is to get the employees ot pensioners pleased and not to save money against the helpless ones by playing naughty economic plans.

The calculation sheet towards grant of OROP of Havildar Ranks has been calculated @ 8.55% which is wrong. This as per our calculation considering the minimum and Maximum of pension as on 31 Dec 2018 it works out to 16.89%. Therefore, it is suggested that CGDA/PCDA must realize this anomaly so that Likely arrears from 01-07-2019 to 30-06-2022 may be changed from 70,000/= and actual arrears should be paid to affected Havildars categories.

From the OROP table it. has been noticed that few ranks like Hony Nb/Sub, Sub, Hony Lt and Hony Capt have not been found included in the table. Why? Please elucidate.
The Cabinet Approval is a welcome step. However, it's been a sad story for all ESM from 2014 till today. Something which should have been given with grace and dignity was ultimately given with agitation and resort to using Courts. Even now the Government has faulted by violating the court orders and stating that Arrears will be paid in 4 instalments which takes us into the next 5 yearly revision due in 2024! The intention of the Government appears questionable regardless of our Respected Prime Minister's Tweet. We do hope he orders correction of all anomalies

What about pension of subedar's rank under one tak one pension ? . JCOs Rank structure are :- Nb Sub, Subedar, Sub Major. It is seen from table that Subedar rank is missing
The arrears shown against a Havildar is only seventy thousand. Whereas the arrears of Nail and Sepoy eighty and one lakh forteen thousand respectively. This is wrong because the rank of Havildar is much higher than the other 2.
It is true. Table is also incomplete as group wise and as per length of service arrears should be reflected.

The government is making it sound as though by notifying revised pension, they have done a favour. It was due in 2019 and thank you for giving it in 2023.

Correct saying. 1. multiple factor from Sep to officers is not scaled. 2. MSP also given different,which doesn't match each other. 3. Earned service increment not given,not scrutinised honestly. Total bogus portration.

जैसे कि आपको ज्ञात हो कि आजकल एक ही बात चर्चा में चल रही है कि सूबेदार की पेंशन पहले से ही ज्यादा है इसलिए वन रैंक वन पेंशन के अनुसार उनकी पेंशन में बढ़ोतरी नहीं की जा सकती। हमारे अधिकारियों का एक ही मकसद था कि अपनी पेंशन में इतनी बढ़ोतरी कर दी जाए कि जवानों की पेंशन और अफसरों की पेंशन के बीच में एक लंबा फासला दूर से दिखाई दे। अधिकारियों ने अपना मकसद हल करने के लिए जेसीओ और जवानों को पिछले 7 सालों से भूख हड़ताल पर बिठाया हुआ था। उसमें वह कामयाब हो गए हैं।
इसलिए सूबेदार का नाम ओ आर ओ पी की लिस्ट में कहीं दिखाई नहीं दे रहा।

You are totally true Sir– This OROP and its revision is only the great advantage for officers only. The officers get advantage the long time DHARNA PRADARSH of JCO'S & ORS in JANTER MANTER. Actual it should be below than Captain . Because officer already served till 57 to 60 years. Now the government has appointed CDS so that no ` General can open his mouth for the benefit of the army. That's why CDS was given a chance to work for 65 years..

JC53601 late TVRAJA RAO MY LATE FATHER LOST 2 PROMOTIONS DURING HIS SERVICE. THOSE WHO WERE IN HIS RANK GOT PROMOTIONS. BUT MY FATHER DIDN'T. THIS IS CONGRESS RULE. NO JUSTICE his service was graded exemplary. Short fall of 12days for full service. He was not given extension for that 12 days for completion of 25 yrs. Such a cruel government was congress rule. When he retired his pension was Rs.400 what could he do with that money . He was in Posted in Burma 1942 44 then 1962 to 64 Chinese War. Atlast what did my father gained. It is an excellent gesture to our EX-Servicemen community by Nda govt.
Government claim on this one rank one pension is a mere increase in pension. self is a retired Warrant Officer with 22 years of service, in 2014 my pension was hiked by a margin of Rs. 400/- whereas it was supposed to be increased by at least 4000 to 5000/- to get Political mileage the government claim so. This time I expect an increase which is my eligibility.
As a disciplined soldier I shall accept what the Government give, mind you I am 67 years old and without a second source of income. I further like to mention that the commissioned Officers have been given the major chunk of One rank one pension scheme and the less fortunate Personnel below Officer rank is not given due consideration. A Lot.Col in the Army receive 5 times pension of mine and basic requirements of both PBOR and lt.Col. is same at this age. This is the case with Military Service Pay, an officer is getting 15500 as MSP and Jawan in forefront of battlefield is given 5000/- an MNS who Never undergo military training and remain comfort receive 10500/- as military service pay. We have to scratch 5he traditional mindset of British Army when they treated us as Slaves ( Indians in Army) the bread crumbs thrown to Indian Army Soldiers by Royal British Army is still continues even after these many years of independence. India is the only country having such a
vast difference in pay and perks in Military Service.

If you got OROP in 2014, you will get it now as well.
Gov't approved OROP as a package including a revision every 5 yrs. This was due wef 01 July 2019 & hence should have been accordingly done but delayed citing an ongoing law case. During this period many a Veteran passed away. Even after the Supreme Court verdict on 15 Mar 22, Gov't kept seeking extension on one pretext or the other leading to many more Veterans and Verr naris being denied the benefits because of their demise. This could easily have been avoided. Justice delayed is Justice denied.
a very valid point. All the defence pensioners who have crossed 85 years of age and/or arehaving having military service attributable disabilites of 70 % or more should be revised on an yearly basis as to there is no saying as to when they may die. Besides for the likes of us every living day is a struggle and even the daily chores assume the proportions of an enormous gigantic problem to resolve. For example dealing with civic authorities, paying the taxes getting minor /major repairs to their small dwelling units is an extremely exhausting, tedious and doubly costly and it is rare that one gets satisfactory service despite their fleecing and sub-standard sevice etc, etc. May the concerned authorities be gracious and merciful enough to sanction yearly revision of their OROP element due to them. It shall be a very humane gesture to make their last bit of their lives a little less burdensome and liveable. The govt would not be put to any great financial loss as these senior veterans are only requesting for an yearly assessment instead of alvd in long drwan and complicated procedures to claim if any thing remains due to the,

Satbir, by taking the ORs along with him in the agitation, has managed to get 62% of the allocation. Officers are well payed and they eat the same dal & rice as the Sepoys & Naiks eat. Government should adopt a suitable formula to bridge this gap. Give the multiplication factor of 3 to the ORs 2.75 to JCOs and 2.5 to officers. These poor lower rung personnel will get about ₹1k while the officers will get ₹ 10-14k extra. This is height of injustice. Honorable PM & Defence Minister, please look into this great anomaly and give maximum benefit to the lower ranks.

It's noticed that the government has erred in the rank of havaldar and nb subedar, whereas revised pension w.e.f jul 2019 naik gets Rs. 22,101 total arrears is Rs.1,14,000. Havaldar gets Rs 21,782 total arrears 70,000 and nb subedar and havaldar gets less then a naik. How this is possible.
2. Government has missed out the ranks– subadar, Honorary Lt, honorary Capt, Lt. Capt & General. Will you please check and correct the error committed.

On perusal of pension table of OROP-2 revision, it has been transpired that major chunk of pension's benefits and its budget have been dished out by the Government to the officers cadre of the Army. It is known to all that Officers cadre retires from Army service on superannuation like civilian employees. In fact, considering their period of employment and pay plus perks, they should be excluded from OROP. Basically, this OROP is meant for JCOs/OR, who forced to proceed on pension establishment in young age. They are low-paid employees, most devoted, actual workers and most sufferers during their service employments in the Army. Whereas their pension is meagre and granted less percentage hike in every Pay Commision including this revision of OROP. Govt never think of their pathetic plight when they are relieved from their employments in young age and not given any re-employment. Officers class get re-employment and granted a series of trading-agencies like security, coal loading, CNG outlets after retirement by Director of Resettlement. JCOs/OR are neglected lot who suffer on every stage like pay, perks and pension etc. We have not forgotten that old golden period of prior to 3rd Commission when 80% pension of their last pay drawn was paid to them. Our forefathers were wise and known to the poor conditions of soldiers. In the current era every rule-makers are busy and engross in their own interest. My humble request is that kindly reconsider this revision of OROP in toto and grant 80% pension of last pay drawn to JCOs/OR. (Hony Capt Dhan Singh, Retd).
First of all Honorary is not a rank. It is just an honour given to the senior soldiers for their long services. It should be only an honour and not paid rank. They do not fight any competition for that rank. Honour should be just an honour totally on the mersey without any physical benefits. And I think they should be more than happy on receiving this honour without any special course training and competition. Why they are given canteen facilities and hospital facilities at par with actually commissioned officers, is a question.

सीधे हवलदार से नियुक्त जिन्हें लगातार एक ही पद पर रहने पर MACP से वंचित होना पड़ रहा है जो २००५ से पूर्व सेवानिवृत्त हुए हैं जिनकी सेवा एक पद पर लगातार 16वर्षो से ज्यादा सेवा है दोMACP मिलनी चाहिए लेकिन नहीं दिया जा रहा है।
OROP जवानों के लिए है अधिकारियों के लिए नहीं है। अधिकारियों की सेवानिवृत्ति आयु ज्यादा होती है जवानों की कम? यहां अधिकारियों को फायदा ज्यादा है जवानों को बहुत कम। जवानों के बच्चे छोटे सेवानिवृत्त के दौरान होते हैं इसलिए सेवानिवृत्त के बाद जवानों को ज्यादा जरूरत होती है, अफसरों के साथ ऐसा नहीं होता है।
अधिकारियों की बेसिक पेंशन बढ़ती ही है जो जवानों की बेसिक पेंशन महंगाई भत्ता मिलाकर भी अधिकारियों के महंगाई भत्ता के बराबर होता है बेसिक पेंशन छोड़कर।
उपरोक्त टिप्पणी से स्पष्ट होता है कि जहां जवानों की बढ़ोतरी ४% तो अधिकारियों की बढ़ोतरी 25%तक होती है इस तरह जवान हासिए पर हो जाता है अधिकारी मुख्य पेज पर नज़र आ जाते हैं।
सिपाही से सूबेदार मेजर तक तीनों सेनाओं की रीढ़ की हड्डी है कुर्बानियां भी ज्यादा,मेहनत भी ज्यादा,खतरे भी झेलते हैं ज्यादा।
मोदी सरकार कल्याणकारी है ज़रूर सोचेगी।

ये जरुरी नही कि प्रत्येक व्यक्ति अधिकारी बन जाय या प्रत्येक व्यक्ति सैनिक भी बनने के काबिल हो लेकिन किसी रैंक को बहुत ज्यादा फायदा पहले भी मिला हो और किसी रैंक को बार – बार ओआरओपी के नाम पर झुनझुना पकड़ा दिया जाय यह उचित नही है, यदि एक 2016 से पहले का सूबेदार 31500 रुपये बेसिक पेंशन ले रहा है और 2016 के बाद का सूबेदार 26000 रुपये ले रहा है तो ऐसा तो इतिहास में पहले कभी नही हुआ होगा और यह जेसीओ, ओआर के साथ ही ऐसा क्यो हुआ आफिसर के दस रैंक हैं उनमें से किसी रैंक के साथ ऐसा गड़बड़ क्यों नही हुआ, जो विसंगति साफ दिखाई दे रहा हो उसे भी यदि दूर नही किया जा रहा है तो यह साफ महसूस होता है कि गलती हुयी नही है, जानबूझकर गड़बड़ किया गया है!

These are only Approx tables as the OROP arrears will differ as per amount of service rendered. Arrears of Disability Pension on proportionate basis have not been specified. All these details will be available in the tables published by CGDA / PCDA ( Pension ). Till these are not officially published, these are only guess and not accurate.

I was retired as a Naib Subedar after 26 years of service in Nov 2005. When the OROP was implemented in 2015, my pension was increased from Rs 10029/- to Rs 10405/-, a marginal increase of Rs 376/-. Close in the heels, the report of 7th CPC arrived and my pension was multiplied by 2.57 to make it Rs 26741/- (Rs 10405/- x 2.57 = 26741/-) as per the recommendations of 7th CPC. Now under OROP 2, as per the PIB report, the pension of a Naib Subedar has been shown as Rs 26800/- ie an increase of Rs 59/- only. It is beyond my understanding that with the increase of Rs 59/-, how will I get Rs 108000/- as arrears as shown against Naib Subedar, in the table issued by the PIB.

So look into this matter thoroughly and take decision to the benefit of Hony Sub Maj because they have completed the service of 28 years and 30 years in the Indian Army. आज के अंग्रेज फिर Divide & Rule की नीति अपना रहे हैं । मार्च1985 में MER (Matric Entry Rate) में 'B' Group में भर्ती हमारे जवान 2005 तक पांचवीं और आठवीं पास + Ist हिंदि पास के साथ मिलाये गये, कैडर कोर्स में फेल जवानों के लिए ACP लागू हुई और जो लोग कैडर कोर्स पास करते थे उन्हें कोई फायदा नहीं दिया गया न ही 7 3/4 साल में सेवा निवृति पर कोई अंतिम या सेवा में फायदा दिया गया । और सूबेदार रैंक में पंहुंचने पर 28 साल की सेवा में बेसिक पेंशन 31529/-
और 30साल की सेवा निवृत होने पर 30763/- पेंशन । अंधेर नगरी चौपट राजा । आपस में ही लड़ो

Before 7th Cpc, basic pension of Regular Commissioned officers of Lt/Capt and H/pLt & H,/Capt was same i.e Rs 16070/_ and 17010/_ respectively.This amount was multiplied by 2.57 and the pension raised to Rs41300/- and 43716/- . There is no amount paid access to these Hony Ranks.
Due to implimentation of Time Scale Promotionn there is no pensioner of Regular Commissioned Offers in the rank of Lt/Capt .
. Therefore these two ranks deleted
from the table. Incase if this not happened ,the regular commissioned Lt /Capt would have been listed in 2ndOROP table and increased their pension& would also applicable to H/Lt and H/Capt as before. Therefore.now H/Lt / H/Capt pension be fixed to a new Scale below the scale of Major as before to avoid injustice to the Honorary Ranks.Those Hony Ranks of Lt/Capt now drowing less pension their pension raised to those drawing higher . Pension of H/Lt and Capt should be calculated based on Regular commissioned of Lt/Capt as before.
Subedar rank also removed from OROP-II. Why you are not looking Subedar/Hony Sub Maj with your Hony ranks of Lt/Capt.

I have been discharged after 20 years of service as Subedar (X group) in Corps of Signals and drawing as basic pension Rs.29,851/- as per the 7 th pay commission since 01-01-2016 till date whereas, as per recent OROP II table which has been published on 20-01-2023, shown my 20 years of service as basic pay Rs.28,900/- i.e.Rs.29851-Rs.28,900=Rs.951/- which is lesser than the existing basic pay. I fail to understand as to which calculation that the table No.7 has been prepared. Moreover my X group subedar category basic pay is shown same as Rs.28,900/- for 16 years service to 20.5 years of service. No variation of length of service pension. There is a lot of confusion and need to be elucidated. Have doubt that this OROP-II table couldn't be prepared by PCDA and it may be circulated by Media with false figures?
I retired from army on completion of 33 years of service on 30 June 2019(AN) and getting pension wef 01 july 2019. Now OROP 2 is also being implemented wef 01 july 2019. My basic pension is 38400/- pm.

I retired as Captain from Corps of Signals of Indian Army on 30 Nov 1995. . I hereby clarify that I was a regular commissioned officer and Not Hony commisioned. My total physical service was 32 Years and 4 months. It is surprising that in the table of pension for officers, Lieut and Captain rank has not only been
overlooked but we can say not been paid any attention. It seems that It is a not only a mistake but being junior rank in officers category, it has not been even thought to be considered and neglected. The high ranking officers should be respected but commissioned officers in the Rank of Lieut and Captain should not be neglected.
As per list released by the Govt of India, it is noticed that some ranks like Sub, Hony Lt and Hony Capt has been left from the said list. I request that all ranks should be included in the OROP 2 list whether the pension is entitled or not so that everyone should know the facts.

और यहा भी ये लोग यही कर रहे हैं और government आंखे बंद कर signature कर देती है। ye log बिना मेहनत के jco,nco, ors का पैसा अपणे हिस्से में ले जाते है। jco, nco,ors,फौज की रीड की हड्डी होते है। ye log केवल अपणे फायदे का काम करते है और नीचे वालों को बेवक़ूफ़ बनाते है।
अब नहीं चलेगा ये सब।

I was granted 20%disability after 18.5 yrs service in gp A for pivd on 9may 1988.The day orop came into force, 20%enhanced to 50%,as per the latest circular.But I have not yet been received the entitled amount. Please clarify the above.

Arrears given to Havildar are less than a sepoy and Naik. Sepoy & Naik respectively are given 14000/- & 44000/- more than Havildar.It is beyond a logic by all means and that it has embarrassed the retired Havildar.I humbly appeal to the Govt.to kindly reconsider in this matter thereby giving fair decisions.Thanks.

Hony rank is being granted by the Supreme Commander of Armed Forces, The President of India for their excellent and outstanding service since their enrolment to retirement period. They had done excellent job in each fields and specially in fields and High Altitude Areas. This is not an honour, but this has been declared as an Army rank. Please dont misguide the hony ranks in OROP-II.

Sir I PMR retired from Army on 31st March 2015 after completion of 16.5 years service , am I eligible for orop – 2 ?
I retired as H. Captain from Corps of Signals of Indian Army on 28 Feb 2009. . I hereby clarify that I was a regular H. commissioned officer . My total physical service was 32 Years and 4 months. It is surprising that in the table of pension for Hony.officers, H. Lieut and H.Captain rank has not only been overlooked but also not taking any attention and neglected.
The high ranking officers should be respected but H. commissioned officers in the Rank of H. Lieut and H. Captain should not be neglected. It's not the responsibility of govt alone Maj Gen Satbir Singh (Retd) and Team diverting and politicizing this issue of OROP, actually they are only political puppets and playing in their hand to only defame govt and fired on the support of the shoulder of the others Ranks. Maj Gen Satbir Singh (Retd) think totally cheated to the Other Ranks of the Indian Army. It is further requested that please look inti the matter again and reconcile the OROP.
Sir, what about ACP-I, it is getting like Nb Sub pension but in the table nothing is mentioned.

Sir, JCOs are class B Gazetted Officers and MSP is Rs 5000 equal to a jawan whereas MNS nurses are class C employees and MSP is Rs 10000/-, why this discrimination. furthermore, Hony Nb Sub has been given increase but Hony Sub Maj is not given. will there be any increase for Hony SM.
sir my father was army retired as hony captain rank after completing 29 yrs service and he expired on 13 March 2020.now the pension is coming to mother name.sir I want that according to OROP how much pension will be sir.

sir, Non were the Subedar and equivalent ranks in Navy and Air Forces are shown in OROP2 or OROP2 Revised List. This particular rank of Army , Navy air Force is omitted and they are not considered for OROP2 revised pension. This matter to brought to the notice of concerned authorities immediately.
Please confirm the actual position of the OROP 2. Several confusions are there on OROP2. If possible please the orginal letter/memo on the above subject.
